What determines warp paths between orbits?

I have looked at the sectors file and I see the allow and deny in there but not all orbits have those settings, yet they have warp paths between them.

Is there another file that I should be looking at or are there rules that allow warp paths between orbits that I'm not aware of?

    Thanks!

If you locate a planet to close to another it will auto draw a line, depending on the distance will determine the colour of the line, red / yellow etc.

So move them further apart and then you NEED a wormhole to get to them, you can lock a wormhole so its ONE way only, thus you can effectively lock off a section of map, or force people to go a set direction etc.
