    Summary: Base Repair Bay continues to draw power until base is completely out of power while offline

    Description:

    Tested this on several bases.

    Base with 120,000 PU and several T3 tanks, both fully charged and fueled. Initiate repair from template or just block repair, then log off. Upon logging back in, the repair has completed, but the repair bay has continued to draw power until the point of when I logged in.

    I tested this with large repairs, small repairs, template or just block repairs. I get the same result. Last night, I logged off after starting a 5 min repair from template. Upon logging in about 8 hours later, the 120,000 solar units were gone with it working through the fuel tanks.

    A couple of notes.

    - I can tell it is draining when I am offline because solar batteries are at 0. When I am offline without repairs going, the batteries do charge.
    - Tested this with both automatic repairs on and off.
    - This one above is a space base but had the same results on land bases.
    - Repairs do complete successfully


    Steps to Reproduce:
    1) Place broken ship on repair place.
    2) Start repair of either type, then log off.
    3) Log back in and find much more power has drained that should have taken.

    No logs to provide.
