    Summary: Planets and moons with an atmosphere but no clouds (weather Clear) will still show clouds when viewed from the planet's surface.

    Description: Disabling a planet or moon's clouds by setting the weather to clear only will correctly remove clouds from orbit view, but will still show clouds when viewed from the surface of another planet or moon.

    Steps to Reproduce:
    Start a new game using the attached TestNoClouds scenario.
    Look at the ice moons in the sky, adjusting the time of day if needed.
    Notice they will show clouds.
    Teleport to orbit using the debugmenu.
    Look at the ice moons from obit. They will correctly have an atmosphere but no clouds.
