Control Panel: Lights default to ON when no lights present

If you have no lights (any object), the Lights option on the Control Panel (CP) defaults to ON. When you set the Lights to OFF, then close the CP, when you go back to the CP it is set to ON again...

Ideally, I would have thought if you don't have any lights then the Lights setting should be locked to OFF. At the very least, it should default to OFF.

Yes, the 'Turrets & Weapons' option also behaves this way...

I appreciate these things are minor, but it is the little things that tend to get overlooked.
