Fresh installation of the game -> new savegame -> same result. The dialogue box is empty and I can't turn in the explorer tokens. Can't confirm that. Yesterday evening I turned in the Exploration Tokens and received my Exploration Rewards from GIN after choosing it from Possible choices.
-- Savegame is attached -- I just found out, that perhaps something is wrong with the german version. I switched my game to english and the GIN console works perfectly fine. Switched back to german and it's empty again. (exit game -> reload with different language)
Obviously some CR (13) have slipped through your fingers here ;-) --> [CS]: Mono.CSharp.FatalException: Unexpected symbol `13'
