Not a bug PDA missions don't show up on non-default starters

    Summary: If starting on a non-default planet, no PDA default missions will show except for the Empyriopedia.

    Description: When starting on a non-default starting planet, all the PDA missions are hidden, even the repeatable minor non-story ones. The only missions available are in the Empyriopedia.
    This I think is because all the missions have the flag:
          - TemperateStarter
          - AridStarter
          - SwampStarter
    Which prevents them from showing up if anyone uses a non-default starting planet, such as in a customized scenario or server. Ideally, most of the minor missions should show up regardless of which starting planet you choose even a custom one, so that the non-story default missions are still available in custom scenarios.

    Steps to Reproduce:
    Edit the solarsystemconfig.yaml file and change the playfield used for the TemperateStarter planet from "TemperateStarter" to "Temperate" and then start a new survival game.
    You will spawn on the standard Temperate planet instead of the TemperateStarter planet and the PDA list will be empty except for the Empyriopedia section.

    I don't know if this was an intended change or not, to prevent those side missions from showing up on other starting planets, but I'm reporting it as a bug here just in case.

    Not a but, that is intentionally and needs to be adressed by the creator of a different scenario. Just add another entry and save the PDA with your scenario.
