Single Player Swamp start Seed 274194 got into the radar station and cleared the ground floor, went to go downstairs and the ground is filled in, you can use a mining tool to dig and the building is down there and enemies are spawned but the ground was not removed when the POI was created.
Can confirm, must admit I had some fun as a new player excavating the POI while I went through it. But it was clearly not intended.

I tried to load as coop, asecond game, that was a single player game, where i already raided the radar station withput problems, and we found that the undergrond was filled again with dirt. Description: *spoilers* After arriving on the moon and finding the Titan wreckage, proceeded with the consoles until finally sending message from Titan bridge. (enjoyed the fight. It was slightly intense) After the transmission was intercepted, was directed to COMS building. Entered the teleporter, and off to the Radar Station. Cleared out the first floor, and was ready to proceed downstairs. Except, I can't. The ground is in the way. As you can see, the ground has failed to be displaced by the POI. Accessing with God Mode will get your through, but, even though the enemy can see you most times, and will fire on you most times, none of your fire has an effect as it thinks you are in the ground. I was excited to see the continuation of this quest as it's more elaborate than anything prior with new quest mechanics and all. Somewhat disappointed that I can't continue as of yet. Steps to Reproduce: Start a game, go to the moon, find the Radar Station, try to go into the basement. I tried this from scratch, temperate world, vanilla start. Same problem.
