Wait for them to be charged and activated. Using Multi Tool (T2) in Retrieve Blocks mode, point at anything in the CV and remove it. (see screenshots 1 and 2). Take the item removed, place it in the toolbar, and try to place it back. A message appears stating "No Possible. Please deactivate polarized hull shield first" (see screenshot 3) Since shields are meant to protect the ship, it might make sense if you could place items but not remove them, but it doesn't make sense that you can remove them but not place them.
