This bug was originally filed, but was archived as not a bug without comment. Resubmitting as the game uses Gravity Generators, and thus gravity is an important element in the game. Objects should behave properly when there is and isn't a gravity field. If the game didn't care about gravity, I would agree this isn't a bug, but since the game clearly does care about gravity, this is a bug. Turn off or remove the Gravity Generator. Make sure all other Gravity Generators in the area are off (like your CV). Remove the block under an NPC and the NPC will fall even though there is no gravitational field to pull them down. If you remove all blocks under the NPC, they will fall out of the BA. I think the definition of a bug should be defined. In Wikipedia they do a decent job: "A software bug is an error, flaw or fault in a computer program or system that causes it to produce an incorrect or unexpected result, or to behave in unintended ways." Having been a developer and a senior software architect, it can become easy to dismiss bugs that are trivial, but it is fixing those bugs that puts the polish on a game.
