A necessity by the Terran forces trapped in the Andromeda galaxy, that with the few ships they have left diplomatic relations are required to get a foothold in the local economics and governments over military action. Just because it's a diplomatic shuttle doesn't mean that it's not diplomatic to shoot your opposition.
