Like, suppose I don't like the Z & E requirements on a lot of stuff and wish to lower them considerably, or remove them from some components? Is there a way to do this for single player/offline players?

You can't change recipes at the moment, but when you create a scenario, you can put stuff into containers or inventories, so players start the game with enough materials to craft items, or, just start out with the items themselves. If you don't want it to be that easy, put the stuff in a POI and make a quest to go get it. Lots of ways to work around the issue.

Did this change with 7.5? Can I modify resource costs now?

    I don't like this:

I want the option of removing the magnesium cost from lower tier rocket ammo.

I'm not even going to entertain the idea of custom scenarios until I can modify resource costs on whatever I want.

Perhaps that is for the best.

I don't mind them having a default cost template, but it shouldn't be expected that everyone has to use it. Can people even modify costs on servers? Some server might decide that stuff is too cheap, and would rather raise the costs a bit on some components. If they can already do this on servers, then why can't I do this in my single player offline game?

You can. In /Content/Configuration is a file called Config.ecf. You can currently change:
    • Construction requirements - Don't like magnesium? Remove it.
    • Build time - Think ammo should be produced far quicker? Change it.
    • Effects - Change damage, hit points, range, muck with the food system, you name it.
    • And more!
If you're playing SP/Offline, just change this file, and go! Dedicated servers can also change this.

You cannot, however, make changes for a scenario. So, if you modify your Config.ecf file, it will be in effect for Default, Shadows of Starlight, etc. etc.

On a multi-player dedicated server/local COOP, everyone uses the SERVER'S Config.ecf file. This is to prevent someone logging into a server and setting up being able to build Enhanced Rocket Launchers with a single unit of wood planks. :D

    Hope this helps!

Scenarios use a separate config.ecf file? I'm assuming you can make a scenario without having to use the default configurations for costs/quantities, etc.

Alas, no. Everything uses the base Config.ecf. I'm hoping they allow for scenario-specific configs, because I wanna do time travel. :D
