I have been on some servers and seen that it allows advanced cores in BPs, thus bypassing the CPU limits. Yet on others, it is considered a "illegal" block. How can I also make it an illegal block type on my dedi server I am using for testing?

I have tried searching all over for a setting concerning BPs or the Advanced Cores, but can't seem to find it.

    Please help ....

It would probably be better to remove the Adv Core from the Decimator loot table as blocking it from BP spawn does not prevent someone from dropping in an Adv Core after they spawn their ship. Allowing Adv Core in BP is a default Empyrion setting now

I have some very mixed feelings here... I get the Advanced Core was created as a stop-gap for uninspired ship builders and even moreso for downloaders who can't be bothered to update a download, but... I simply cannot fathom ever making it a legal spawn block. Loot one, ok... ish. Factory one out, I have an issue there.

The factory requires the advanced core so you still have to find it as loot.

Well, that's not quite so bad then.
