Help me with adding new block > 2048 Id

I can’t figure out how to add a new block with an id higher than 2048. I remove +Block Id: 215, Name: WeaponMSDestroyer and replace it with Name: WeaponMSDestroyer. But an error occurs:
ECF config Block: element headline without correct element tag in line 26319 - ECF reading aborted!
Help me please.
