Well, I took the leap, put my money and time where my mouth is, and created an RPG server for my friends. We have achieved planetfall, and the survivors are adapting to their new home. I am using a custom set of rules, along with tweaked planets, sector files, and the in-game server options to govern how the players progress. Interested? Curious? Want to taste the insanity? Not open to the public yet, this is a test run to see if this sort of thing works in Empyrion. Basically, imposing an external set of rules, to make up for the missing storyline.
I've rarely seen such dedication to create a believable background in a game like this. I'd gladly partake - when and if it's open to the public
On your site you mentioned that you would provide resources so others could do the same on their servers. I have not been able to find those resources.

Now that they've added the ability to completely configure every block/item in the game, and insanely better modding support, including fixing a lot of PDA issues, I'm going to circle back around to this project. Last night, I set the three "Alien" turrets to have slightly better range, better rotation speed, and better shot speed. The difference is simply stunning.
Not currently. Empyrion is still lacking any real PvE vehicle combat AI, both ground and space. Until that game content gets added, it's difficult to run good quality PvE servers. --Brian
