Cannot place a base? whats the requirements

Just started a new game watched various youtube videos etc, no matter what i do i cannot place a base it has blue highlights eveywhere tried differnt locations is there some prerequisite im missing?

Edit - Cannot use rations or shoot pistol either :S am able to use the drill tho. New game varified files etc nothing seems to fix thisi bug :s

 

You have build a base starter? The starter must be placed on a flat plane. You can with the filler & flatten tool bulldoze the terrain. Then you can place the starter. When you don't have a filler & flatten tool and you can't build one, then you can place the starter at water.

 

You could also go place it on that lake that's not too far from the pod. No flattening necessary
