It's a custom planet. There are no default temperate planets that match the description shown in the screenshots.
A. This is a bugged start. B. This is a scenario start. No telling what one might find. So which game start did @Poyns choose?
@Poyns you need to have Steam verify your game files, then restart Steam and start a new save game using the default "Survival" option. That should fix your issues.
It is a new game, not a save game. It happens every time I start a new game, which is five or six times now. I am just playing the Survival mode. I have verified the game files through Steam; I have uninstalled and re-installed; I have emptied the cache. There are no mods or other files in the system that shouldn't be as far as I can tell. I will try the digging, water generator (though that'll take some time) and helmet thing when I have got time. Cheers for the comments, all of you.
When you go to start a new game, can you take a picture of what the screen looks like please? (The one where you select your starter planet and see info on it, etc).
I'm using a slightly different build but that shouldn't matter. Same seed, planet name, and size, this is what it should look like. Something is corrupted with your game it looks like. You might need to try reinstalling the game (back up any blueprints or custom scenarios etc you might have). You could also first try going into your empyrion - galactic survival/content/playfields folder and delete the temperatestarter playfield from there then have steam verify your files again.
Wow. That is interesting. If you had a bugged start with missing water, why does it look so much like water and then change?
If you do need a new install just rename the current game folder so it will install a whole new game with folder just in case there is other stuff in that older game. Uninstall doesn't always remove everything. You can always delete the old game folder once you have a working game.

That is great to hear! You might want to delete everything inside of the playfields folder and validate files again too, just in case other planets are messed up as well. But hopefully this will fix it!
I know this thread is a few months back, but I couldn't find another thread that was identical to my current issue. I am having the exact same problem, with the map and the world from above looking normal, but as my escape pod descends, it seems as though the ground readjusts to be much higher. I tried the fix that worked for Poyns, but sadly it's still doing it after Steam verifies and reinstalls. Does anyone have any other suggestions?
