This looks like 2 questions from here. Are we meaning the "steam workshop" does not work when using the online game hosting geforce system?

To access the workshop, you would need Steam. And I'm not aware of GeForce Now having Steam integration. I mean, you aren't even technically running the game from your PC. (The primary purpose of this service is to allow you to play games requiring good hardware on systems that don't have it, or on mobile platforms that wouldn't either.)

You would run into the same issue if you were able to purchase Empyrion on the Epic store or a similar platform.

By using GeforceNow, players have access to servers that run virtually a client of either steam or epic launcher through a web browser. What does that mean? Well the servers prepare a special environment to run those two programs and give the customers/players the ability to run games they have in their libraries by giving them the ability to login with their user name and password.

Since the environments are virtual, it means that it is like the two launchers where freshly installed on the virtual drives, inside those virtual machines, on the servers. The player can not access them like if they where media on their machines i.e. PC laptop or otherwise. The clients are forced to run full-screen login windows and Alt+Tab is useless. This restriction, maybe was used to prevent from copying game files from the servers to the local computers. But furthermore it prevents the players by accessing custom files, like save games workshop content, etc. I do not think the player can access for example the steam client options to activate the cloud sync of the save for games that support this options. Even if that was available, Empyrion does not support sync cloud until today, unfortunately. The player progress on the GeforceNow virtually environments is saved though. One can resume the game play from where was left by means of loading saved games.

This is the information I know so far. Maybe in the future there will be some kind of access at least to the save games, or at least cloud sync. Keep an eye as the service is being improved.
