To access the steel growing plot you need AFAIK to build an advanced constructor in order to make this template appear. The problem is that the easier T1 stock bases that you can build in a factory and spawn require this material which they should not, to first craft such a constructor you ALREADY need a substantial base which makes little sense if you plan to spawn a T1 stock base.
I suggest to replace this rare material in the factory list with a more common one without the need to go through a monster of constructor. Or: to make the growing plot template already accessible with a portable constructor, like the wood growing plot.

As Steel Grow Plots are the only ones which you can use on a CV the requirement of an AdvConst to produce those Grow Plots are legit IMO. But you can change the template in the files yourself.;)

But why are they needed to make a T1 base? That doesn't make much sense to me if you need to have an advanced constructor before you have a base (and how could you build such a constructor without a base please?)

    What Base?
The Creator of the Base had probably a brain fart when he or she did this
When I construct a Base I use only Materials which are available until the Base/Vessel Level.
So no Adv-Con or Steel Growing Plots on Bases T1/Level 7 or below.
I use Wood or Concrete Grow Plots - they are upgradeable.

Maybe you could provide the name of that blueprint (if it's in the "stock" ones), so the devs or the blueprint author can fix this?

Maybe I'm reading this wrong but it sound like to be you have a Base blueprint that says it requires Steel Grow Plots.
Could you not just start a Creative World, bring in the Base, modify the Steel Grow Plots to whatever Grow Plots you want, then save the change. Then you can bring in the Base in your normal game?

Of course, I know that I could use the console easily to fill the necessary material, but that's sorta cheating. Sorry to forget to mention the base, its name is: "T1 Base (L5) Castoff Home".
Also I'm very unfortunate because it happens that this is the only T1 base which requires this material, I haven't checked this before so I've taken a look now, other T1 bases require wood or concrete growing plots . I think this makes my suggestion nil, it's just bad luck for me :)

Thank you for your feedbacks anyway, I appreciate.

Good catch, and for a starter base if probably could use an update.

As an aside, I was pleased to see that one of the new "starter" POIs they put in has around 20+ grow plots that can easily be salvaged. It pays off to really start looking at what is in these POIs and wrecks we find. Not all of the treasure is in loot containers.

You can look in around the starter systems orbit for the red diamond-shaped stations. The Aunt Marys trader sells them.
