OR other option he wants to get out. stashed some money+pistol for his escape. the stash could include some generic rp reading/letter. depending on the quest/info: "stashed some of the goods here, these rules are kinda harsh ..." or "all is prepared for my escape. the money should be enough to get a shuttle on the next space port out of here ...". the player could either have the option to engage this person or maybe help etc. or the info could just be flavor. so you are left hanging what did finally happen to him, did he get caught? or for the escape, did he make it and did not need the stash?
in the lore spanj wrote it is the only library on the planet(lcd in the lobby about the archive), so i think it should be unique, but better ask him. the text can be simply changed if you want more spawns of this. additional to that, since it has no outside defenses/turrets you probably would want some defense towers to spawn around it. other then these two considerations, i don't know - i just build the thing thx, but don't get distracted by all the fancy stuff (most important thing you can shoot the balloons and they come down. totally unintentional mechanic, but my most favorite about this^^)
I added it unique near the Temple (trinity of temple, crash site, archive) .. as this is how I understood it from watching the streams.
