If you have "connect to base" enabled in the build menu it won't let you place any terrain placeables.
Although the water was far from where I had my base set up, having that option on may have happened since I know I had it on earlier. What I wonder is why the game just didn't say so? We could use some QoL messaging. How could I have known that was the issue? Well the issue is resolved when I loaded up the game, thanks.
True. Why don't you make a proper bug report? Maybe it should not be like it is now and the player should have a warning of some kind.
