I have an idea to use while new factory system is in development. It doesn't require any database changes and in theory should only require a limited amount of coding.

Using the existing factory on the player. Create a toggle on the add box and queue functions preventing the player from using the Factory unless they are within sensor range of the "factory" block.

Basically duplicate the BA sensor and call it Factory Sensor.

Patch 1 additions (least amount of coding required):
When a player is within range of the sensor it allows the player access to add to and queue using their factory. This prevents abuse of the factory by forcing the player to a location with a "Factory Sensor"

Patch 2 update (more coding required):
Restrict the factory to the same class as the base it is connected to. This prevents the player from creating a tiny 5 block base just to bypass Patch 1. If they want a class 5 CV then they will need a class 5 base to build it or visit a class 5+ trading station to use their services.

Net result zero database changes apart from single new sensor block which toggles the players factory on/off depending on the class size of the base.
