I started a game on the temperate planet today and noticed that Sanctuary was a Polaris POI.

Since I reported this issue when I was using the swamp starter I started a new game on the swamp planet to test the issue.
Sanctuary on the swamp starter is not a Polaris POI, so this is an issue with the swamp starter.

I started a new game in B3446 and tested the snow starter, Sanctuary is a Polaris base.

Started a new game on the swamp starter, Sanctuary is not a Polaris base and is fully loot-able.
