Ashon start - Enemy respawn even at the end of scenario

    Reproducibility: not easy but reported below the detailed steps to be followed by using the reported savegame
    Severity: Minor - but very very very anti-immersive (basically doesn't happen what the final quest is saying)

    Type: world consequences after certain quest

    Summary: unexpected Outrunner enemy spawn at the end of scenario, IF you destroy the Outrunner ship.

    Description: at the end of the Ashon II storyline the station commander tells you that now all the enemy movements are clear, you even have a pad about that and that now allied forces will manage the whole system. If you, by leaving the station, checks outside you'll see the Outrunners still there and - worse - if you destroy them they will respawn which basically is the opposite of what commander said.
    EXTRA INFO: please note that the first time the bug happened there was 2 Outrunners in the system but I didn't think to file a bug. After quite some time I managed to reproduce it and I prepared a dedicated savegame, but one of the 2 Outrunners disappeared (or at least it is gone somewhere unknown).     Steps to Reproduce:
    1) After downloading and loading the savegame, you'll find yourself into an SV with already 120 missiles on board. Press Y and fly into space (you can ignore the CV: it is still under construction ;) )
    2) From space launch a scan: you'll see an Outrunner at 2-3km. Ignore it for now: please go to the Depleted pentaxid mine as close as possible, something like a parasite standing on the rock ;)
    3) During the travel and once there scan as much as possible: you'll see that there are no other Outrunners or if you find one it won't have rear engines (I destroyed them to prevent it from moving).
    4) Return to lava planet and use your fancy 120 missiles to destroy the crippled Outrunner: it is crippled because I attacked its rear engines. WARN: you have an SV without shield vs a CV with turrets so please be advised to approach in line with the ship and from behind so turrets won't track you.
    5) From the back of the ship fire all the missiles you need till you have destroyed the core.
    6) Wait some minutes for the ship to be auto-despawned.
    7) Return to the Depleted mine as close as possible and you'll see that a new Outrunner has been spawned: you can see it because it's not called Outrunner but it has a brand new red question mark.

    This sounds like the bug I've had reported to me many times where sometimes OPVs spawned by the PDA will infinitely respawn when their cores are destroyed.

    I've never been able to reproduce the issue myself, and of course all the reports I've gotten were in RE2 so not vanilla. But I can confirm this is a thing that happens.
