I just checked: Fire Rain should only start after 72 hours - if it starts right when you are in the starting area, then there is a bug somewhere.

You can raid that base and find the recipe in the lower decks in a container or as loot from one of the NPCs ;) Not a bug (per se).

Currently the quest system does not check every pickup (and sometimes not 100% reliable). Will be changed for 1.8.5 - sry for the inconveneince.
