The info I can find online says 250 blocks in every direction, centred on the core...but when laying out a frame for a megabuild it only allows me 239 in width and length, not centred on the core. 252 height though. Bug or feature?
Prior to 1.8x I had it as: CV = 239 Blocks SV = 225 Blocks So if it changed at some point in the past; it was not a recent change. It's been like this for at least as long as when I made note of it, which was about 4-5 months ago. 239 does seem to be a bit of an oddball number.
Atleast for bases the starter Block location is not technically the center. May have been fixed as that was on old version though.
For the CV and SV limits I posted above, the block distances were perfectly symmetrical on the horizontal plane. So with core at center, 119 blocks in each direction: 119*2= 238 and then +1 for the core is 239 max block length on the horizontal. SV is the same story but only allows 112 blocks in each direction from the core.
