No, not with a multitool. The Multi-turret mounted on a HV is somewhat faster but it's still slow, also it can only salvage pieces, not repair them. What you can do is: - Make a Repair Bay on your base or CV and use it, the repair is very fast but needs the ressources; - Move to a space station and pay for the repair if your status is neutral or better; repair happens immediately. - Spawn the ship blueprint with the factory or console commands, thus making a replica of your ship and delete the damaged one. The Repair Bay and the space station repair both require that you have a 'repair blueprint' saved which will return your ship at that state.
If it's a big ship you are better off just looking in the control panel to see the required resources, using the destroy command on it, and then gifting yourself the resources from the item menu. Assuming single player. The have nerfed the fire rates on the multi tools and tool turrets so bad that it's not even worth it anymore unless it's a small structure. They nerfed the fire rates into the ground and then put a hard cap on them so we can't even increase it ourselves anymore. They did it because of "performance issues" with higher fire rates, instead of actually fixing the performance issues.
