This appears to be a dangling reference to the old Talon monument which is no longer part of the mission chain, and hasn't been since the cryo containment facility was added to the game. Steps to Reproduce: 1) Progress the story to the Talon village. 2) Get sent to investigate the Ancient Tower. 3) Read IDA's dialogue.
