i also had this problem with the following space station BP: https://steamcommunity.com/sharedfiles/filedetails/?id=1674168598 except 10 out of 15 solar panels didn't spawn, 5 of them did (the ones in the middle)
I think that is issue is with one specific panel. Were the missing panels "Solar Panel With Adapter (Horizontal)"?
No, they were the flat type which is on the bottom of the block so they fit directly against the blocks they're placed on
