Right, I wasn't sure if this is bug or what, but just made small landing area for ships to land in my base. I used truss blocks to save from CPU and to try them out. Thing is, sometimes using jetpack feels like launching from wet sand, no movement pretty much at all when standing on truss blocks. I haven't been able to pinpoint when this occurs though...
