Sometimes the Impact Point consists of Rocks or Tree's and those Items have the Tendency to drop exactly in them. If its really not there go into your Suitconstructor and produce one - it does not consume any material.
I did a couple of test and in the first one it was clear the position of the tool. On the second one I had to search between grass. PS For some reason the new "Remote upload images" tool does not work.
I have to +1 on the vote to just build yourself one. If I select "hard" or "difficult" for starting equipment, it should just drop me with nothing. Not sure what's hard about getting all this gear?
The Hard setting in this case might change nothing about the Start equipment. A Tent, the Survival Tool, the Flashlight... nothing to change there or to reduce.
The easy/medium/hard equipment settings only affect the number of bandages and food bars you get at the moment. Hard is 1 of each, medium is 2, easy is 3. And yes, it is kind of pointless at the moment. Especially when you start in close proximity to plenty of ingredients for both those things.
How easy can you reproduce it? I tried 3 times with the seed you provided and I could find the tool in all 3 of them. Also provide the save game on which the tool is not available.
Found it - does show up in different places. Was on top of iron rock that you land "on" or in grass very hard to see with max graphics grass density / height. So pilot error - need better searching skills.
The setting I am referring to is the "Hard" or "Difficult" setting that is specific to "Start Equipment". So yes, it should have an impact. Right now, apparently, all it does is change the count of snackbars and bandages to 1 each. Which is not what I would expect. The two hardest starts in the game are Skillon (for lack of oxygen) and Masperon (for not giving you the light armor).
You highlight another gripe I have about the start location on the various moons. It's a fixed "oasis" area of food and ore, that is always in close proximity to those transport towers. I wish the oasis did not exist and the drop spot on each moon was actually randomized. Too much is dropped in your lap and does not feel like survival at all.
Keep in mind that most players need a very easy starting location. While I would argue that there should be a range of difficulties you can choose, I have a feeling that the mere option of any difficult start leads to bad reviews and refunds. This is based on my own personal experience and what I've heard from others where new players will select the hardest difficulty planet and then rage quit when they die. Unfortunately unless you make your game extremely easy, people will complain and loudly. Even games that are known for being difficult (Dark Souls for example) can suffer some extremely bad press and review bombs for being "too hard".
The problem with empyrion is that difficulty usually revolves around grind and not exactly how hard is to play the game NPCs AI does not become more competent, they just take a lot more bullets to kill, we don't get greater complexity to achieve tasks, we just take a lot longer to do the exact same boring stuff, that is the problem....
