further testing reveals it can travel in those directions in my game which is completely vaniila. I placed another vessel to give a direction reference.
(1.8 3823 SP Survival Skillon new game as of exp 2) I actually just got this on Experimental in a CV. CV would only go forward back strafe left and strafe right. Basically landed turned thrusters off, looted a wreck and got back in and powered it back up, lost steering. CV does not have RCS on it normally, and pilot mode did not allow to steer (Don't normally use pilot mode it was off before). Turning CV on and off and thrusters on and off didn't help either. Issue was fixed when i went in to GM and spawned an RCS to put on the ship. Steering still worked after I removed the RCS.
do not append 1.8 experimental reports to old reports, if you have this issue post it on the experimental branch as this is how bug reports get missed
