You can raid that base and find the recipe in the lower decks in a container or as loot from one of the NPCs Not a bug (per se).
As a matter of fact I did, or at least tried, killed every single npc also, checked every single container, and the fact that I couldn't destroy that block bellow me to take over the base was also a bummer. Bottom line, I had to manually advance the mission.
