That is actually a really easy change to make in GalaxyConfig.ecf if you simply want all nebula gone.
The stretching of stars I don't think can be avoided since that is due to the FOV of your game.
If it doesn't also copy the block mapping though it might have issues with some Blueprints especially from custom scenarios.

It just changes the Blueprint file but it's safer than file editing which can corrupt the save database.
Console command is much easier. It will convert the BLUEPRINT file itself. prefabinfo 'Blueprint Name' -convert CV
