If you are in COOP or on a server > known issue (should be fixed in the next update)
Note: there seems to be an issue for Servers and Coop running these missions. Should be fixed in next update.
You basicylly *could* use it for non-admin as well, but then you will run in the issue that the decals will not vanish if the structure collapses...
