It means you can download a file to mod it to whatever you want, but you can't configure it from the game menu in-game.
You can mod crosshairs but cannot yet configure them within the game.

The swamp starter is configured to not use a fixed location for the escape pod. Not sure if this is intended or not but that's the reason why.

There are many config unbalances and such throughout the files. This is certainly one of the most visible and easily changed ones however.
