You are useing the Config.ecf. This is no longer supported. Delete it then it should work fine
Just tried it on our own server, works fine. Means there is an error in your GameOptions.yaml Not a bug

Red and Green mean only your able to spawn it or not. It doesnt count for SI You have to sink it in the ground good enough so it wont break...
Looks like not a bug but SI, it likelly didnt get full support from the terrain, things break then Would need the SaveGame to be complete sure
This is not a bug but a problem in your mod. You mod references non-existing dlls
