Separate names with a comma.
It applies to NPCs so soldiers, and I'm pretty sure drones too. It's the "enemy difficulty" setting. Also affects their damage.
You can also lower npc health in the difficulty settings, if you haven't already.

Actually this is due to the anti grief settings on the server and will affect any asteroid base. I set the anti grief to 0 in the default options...
