Summary: Cannot use Color & Texture tool's Swap Textures or Swap Color Function without QoC

Steps to Reproduce:
1) Start a new save, Spawn in a large BP SC 5 or bigger
2) Equip a color&Texture Tool
3) Select no texture option and a Random Color
4) Select Replace function and try and recolor a ship

I've had this happen as well.

 

Seems if the player loads the save game the color replacement takes place but partially....

 

Tested with public 1.9.10 confirming is fixed...
