IMPORTANT UPDATE: Looks like i solve this issue by switching Provider X to Provider Y. Now Setup #1 with Provider Y work as intended. EmpyrionDedicated.exe now use 0.1-0.5% CPU. This issue doesn't show up immediately, and take about 15-30 min or so to show. It start using CPU from 0 to 7%, then 14%, and so on... In next 4-5 hours EmpyrionDedicated.exe CPU usage go up strait to 100% CPU power. And this issue reproduce even without any players connected to the server.
