Don't know much of sector editing, and even less of servers. But for troubleshooting - have you tried to edit in less, just to check? If that change doesn't show up on your server, then it could be the wrong file, or file destination? Had this once with playfield editing. Was so sure, that I did change the correct file. But modified my security copy instead...
