I can only guess that these IDs were attributed internally by Unity each time a GameObject was created, and this also includes scripts and MonoBehaviour objects.

Someone on the Steam discussions had this to say, bolding mine:

If you look in the ItemConfig.ecf file, each item in the game has an ID number.
I have to assume that they mean their can't be any more added in a specific range of the numbers, since there are tons of item Ids not being used.

Categories with open space:
Constructor items
Ammo types (Vehicle and Base)
Ammo types (Player Weapons)
Vehicle and Base weapons
Player weapons
Player armor and armor mods
Player equipment (night vision, ore scanner, detector etc)
Commodity trade items ( did you know that we got diamonds, fertilizer, narcotics, etc in this patch?)

The categories that are full under the current design are:
NPCs
Food types

There's also a whole new range defined with the comment line:
/* CATEGORIE: New Weapon Items id 800 - 1000 */

So, it certainly looks like they're designing for expandability. All they need to do is define new ranges in the higher numbers. There's nothing in the way it's set up that prevents something from being outside of a particular range as far as I can tell.
