Did you rename it according to the instructions? It will not be effective unless it is changed to the proper name. Usually remove "example".
After I finished and went to save, I named it "config.ecf" in accordance with the directions, but I didn't change the file type when I saved it so it actually saved as "config.ecf.txt". Went in and saved it as different file type, that did the trick. It took me like 4 hours to figure that out...
