A similar thing happens to solar panels. If a panel falls due to SI, and you pick it up, it will only be that specific shape of panel, and you cannot place it as anything else (also will no longer stack with the rest of the panels).
Do you mean the Carbon Substrate blocks ? There is a fix for this in A10.5 which is still being worked on no ETA for a release just yet.
I found that the same thing also happens with concrete (and armored concrete) blocks. If a single concrete block falls due to SI, you only get that specific shape of the block, can no longer stack it with others or place any other shape with that block. If multiple armored concrete blocks fall, then you only get back some concrete material. No blocks, no steel plates, just some bags of raw concrete.
Yes this is known it is fixed internally already. I'll check out the solar panels tomorrow that you mention.
Something similar also happens but with the multitool. When I am recovering POI components after placing a core. When I collect blocks of gateways, what you get (not always) are the same blocks but for SV / HV. Some steel blocks also do the same. It happens to me quite often more than in other versions.
