It's not just arid planets! It's happened to me on all planet types. The lighting makes it hurt my eyes and it is so bad that I cannot play if the lighting does not get fixed. I have messed with every graphic option I can and could not fix or even mitigate it.

Last night I found a "fix" Turn shadows quality OFF. I tested it with shadow quality on Low, Med, High and Ultra. All those cause this issue on multiple planets.

Please leave you character standing in the location where this happens for you & link to a copy of the save game here.
I haven't been able to trigger this on any planet type for any time of the day/night.

I can confirm that the flashing definitely exists and you won't be happy to hear this but it's impossible to trigger. You just have to play the game until it starts. I can also confirm that it is related to the shadow settings. What I also noticed is that it happens only on planet play-fields. I haven't seen it in space.

When you start playing, whether it's a new- or save-game doesn't matter, everything is fine.
Then after some random amount of time it just starts flashing. It can be 5 minutes, 5 hours or even longer but it will happen.
It starts with slow flashes like those in the 1st post video but it gets faster and faster and at some point the game crashes.
It is possible to end the flashing permanently by turning off shadows. It stops immediately without restarting the game.
You can also stop it temporarily without touching the shadow settings by reloading the save-game.
The flashing will not start by just loading the game and standing in one location waiting for it to happen. You have to move.
Spawn an SV, give it unlimited fuel, put a stone on the forward button and wait for the flashing to start. Also, the flashing frequency is faster when you rotate the camera while moving.

Side note: My PC runs Linux Mint Cinnamon and that’s also where I usually play EGS, but I do know that Linux is officially not support and for this reason I also tried it on my old Win10 PC. It happens there too. From this test I can tell that at least in my case it is not an operating system, hardware or driver issue.

The shadow flashing has been visible in one of Spanj's latest stream videos on a jungle planet. It starts off barely noticeable but as time goes by it gets worse. Eventually it gets so bad the screen is unwatchable. Then he exits out of the game and reloads and the problem is gone again for awhile. So it isn't likely to show itself upon immediately loading a save.

Requires shadow Quality to be set on high. Below is a screenshot of my in-game settings
    [IMG]

[IMG](Yes I know shadows are set to "Off" in these screenshots. I Turned them off to keep from getting literal headaches from this bug and now leave them off.

I can confirm what Arthmoor states.
It's not 100% occurrence, but once it begins, it doesn't stop until a game restart.

I can also confirm that it happens with shadows set to low.
And I can confirm that it appears to occur in any playfield. I've had it happen on alien planets, lava planets, and in space sectors.
All of these occurrences were on US and EU official servers. (I've had it happen on other custom configs too, with custom planets, but the point is this glitch happens anywhere and everywhere. )

We have found a way to force this to trigger & will work on a fix for this.

Do you mind sharing a few technical details of what's going on there. Why is it happening?

I assume problem of non-flashing phantom shadows in 3rd person view is related.
