Yup, the SI bug has been reported https://empyriononline.com/threads/si-will-not-let-me-place-blocks-6362.49039/ You can work around it for now by placing enough blocks under the panels to support it.
See my latest reply in the thread already mentioned (my thread, TBH). The single spot the axis lines show up have to be supporting your new block or it will fail SI immediately. The exact middle (length and width) of the panel needs to be supported. Things like hangar doors can be offset (block #6 in a 10-block wide hangar door) need to be supported. Pay attention to what's below it.
