Summary: DirectoryNotFoundException error on selecting workshop scenarios

Description:
I am getting a `DirectoryNotFoundException: Could not find a part of the path "E:\Sectors\Sectors.yaml"`
error in the logs on selecting any scenario from the workshop. Star Salvage, RE, TFA, any of them gives that same error. Pops up the ignore/continue/quit dialog and does not change to the selected scenario.

Steps to Reproduce:
1) Subscribe to a scenario in the Steam Workshop.
2) Select the scenario when starting a new game.

I've uninstalled and reinstalled Empyrion, verified files, started a vanilla game to test (no error), and started a built in scenario (no error). Moving the install to another drive just changes the drive letter in the error. Clearing the game cache did not help, nor did trying to start the scenarios in co-op.
