Description: Attempting to turn Hover Thrusters off manually or via signal logic while they are currently active will fail. The device will momentarily be seen to switch off, but will resume immediately. The device will only switch off permanently after they have been automatically disabled above 1.5m, docked, or main power removed. Steps to Reproduce: Build a simple hover vessel using one or more hover thrusters. (Hoverthruster-bug BP attached) Mount and power the craft. Enter the control panel for the craft. De-activate the Hover Engines and observe behaviour. De-activate the Hover Thrusters and observed behaviour. Re-activate Hover Engines and increase hover height above 1.5m. De-activate Hover Engines. Expected Behaviour: Hover Thrusters to be active according to the control signal Hover Thrusters to automatically disable above 1.5m or when docked. Observed Behaviour: Disabling individual devices, or as a group while active, is indicated correctly on the control panel while it remains open. Hover Thrusters are seen to still be enabled after the control panel is closed. Re-opening the control panel indicates the device has been re-activated Observation of the actual device status through the control panel transparency shows it will momentarily disable and immediately resume again. (BP built to enable visual inspection of the devices @ default 60FOV) Power is still being consumed. Hover Thrusters do automatically disable above 1.5m and when the vessel is docked, and will remain disabled if the control signal is de-activated. Attempted workarounds: To discard possible conflicting RCS/Thrust/Hover possibilities - Adding RCS blocks and including the hover thrusters in the same group does not appear to have an effect, nor does ensuring that the main thrust control is deactivated. Both direct and signal logic have attempted to be used with no change to the behaviour. Firstly de-activating the hover thrusters and then cycling the main power, or docking, or Raising hover height above 1.5m does allow the "off" setting to persist.
