I started a new game last night on 1.5 and was standing next to the portable heater on the starter planet looking at the tech tree. All of a sudden the temp dropped and I got hypothermia. Not sure what was going on but I couldn't warm up no matter what I did.

The heater/cooler has a limit. If the outside temp is too far outside that limit it does nothing. You can change the limit in the config files
What was the outside temperature at the time? Were you wearing armor or no? What armor and boosters? We need to know that to determine if it was working correctly. Also, you didn't say temperate starter in your original post. So you could have been on the snow starter for all we knew. I'll be home in a couple hours and can give you specifics on the heater/cooler then.

Thanks for the save so when loading in your character was standing on a structure next to the heater which is placed on the terrain When standing on the terrain the heat from the heater then affects your character Note the temps in both screenshots. It will be looked into improving the AoE of the heater for this kind of use case. Btw you may want to invest your resources into making a suit of armor & unlocking the armor locker & placing it onto the base so you can equip the suit as you have no suit on (click on the screenshots to enlarge them just fyi)
Yes I did know that I didn't have armor on, but found it weird that I still got cold even in close proximity to the heater. I agree that a more spherical AoE for the heater would be good. Of course putting armor on would be the suggested method, but I hadn't gotten there yet. I've got over 600+ hours in the game and never had that happen in previous versions.
Yeah this has happened in every version since the portable heater/cooler was added into the game. It has never worked unless you are actually standing on the terrain. Even blocks that are the exact same height as the terrain prevent it from working on the player. In fact, even if you make it placeable on bases by modifying the config files, it still doesn't affect the player since you aren't standing on terrain. This has been my experience with it anyways.
