I had this bug also but with Iron, copper, silicone and carbon rocks. I got it as soon as i downloaded experimental updates. I exited then verified files and found i was missing 15 files after this the problem was gone.
I have just encountered an everlasting cobalt ore boulder in 1.9 4004 FYI. Not sure if this is expected or not since the thread title states fixed in next update and the report was for a previous version.
