Fixed Fuel removed from base FUEL tanks does not always appear in containers [7935]

    Summary: Fuel removed from base FUEL tanks does not always appear in the target base container

    Description: From a new session, fuel can be properly removed from a base into a container, but once the small fuel pack is manipulated (stack is split, moved to a different container, moved back to the base fuel tank), any additional fuel removed from the base to that container will be lost until a different container is selected in the left window.

    Steps to Reproduce:

    1) Open logistics with the base fuel tank on the right and a base container on the left.
    2) Withdraw some fuel to the container (30, 150, etc). Notice that either a new small fuel stack is created or an existing stack is increased.
    3) Manipulate the stack-- split it, move it to another container (right window), or return it to the base fuel tank.
    4) Attempt to withdraw fuel from the base. No new fuel packs will be created/added to the container.
    5) Change to a different container in the left window, then change back. Repeat 2-4 with the same results.

    Video capture is attached. Capture was recorded on 12.3.1 2997 a few minutes before 12.3.2 3024 was released. I have confirmed the problem still exists in 12.3.2.

    This happens to be all the time on MP (US Official) and sometimes on Co-Op, but not on SP. I believe it has something to do with the delay in calculations and updates because of lag (MP) vs instant (SP). You hear the fuel getting ejected and about 4 seconds later (MP) you see the fuel in the tank drop, but the fuel removed never appears anywhere.

    There was a change made in the release notes that the update time of certain things had been increased so the frequency was lower. Could this be an unintended consequence of less frequent status updates and/or increased time between updates?
